For that matter neither can a 13 year old boy... but I have known plenty of 13 year old boys and unless there is some developmental issue (like a delay that would make them not really mentally 13) they know the difference and they know that "messing with" a 10 year old is wrong. Hormones or not. The very nature of the sexual contact is coercive when one party knows it's wrong and the other has no clue.

And yes I've known plenty of "boy crazy" young girls... they still cannot consent to sex in a true sense of the word. Their general idea of the whole thing, their boy crazy fantasies involve a kiss and holding hands and making googly eyes and getting attention. I'd wager most of them are not "boy crazy" in the sense of wanting to hit the hay!!
You need to study hormones and pheromones. If a kid is not taught about it, they will just do what their bodies tell them to. They may not know what it is, have only been told to avoid adult men when talked to about bad/good touch, and don't know that what they are doing is considered wrong. Lots of kids do the "you show me yours and I'll show you mine" thing. now its just with hormones mixed in there. A bit unusual to us I know but it's all about early education. To me, procreation is natural and there is no need to avoid these questions when they come up with toddlers, preschoolers, or early elementary age kids. The sooner they know what it is so they can protect themselves from it the better, just like drugs, say NO.

Ten year olds in the USA are immature because we want it that way.
I can assure you that giving birth at the age 10 even in Belgium is considered extremely early .

I just don't understand how young children have babies. I am 22 and don't even know if I could support a child yet! How is a 10 year old who can't even support herself, drive, or get a job supposed to raise a baby?
