I don't even get what is meant by "flipping the dynamic." What dynamic, exactly? What dynamic do you actually have established with a random person you see?
I'm confused as to what I'm "supposed" to be saying here ... Am I expected to deny it? Or apologize for it?
Oh; and for the record, this is just my own personal admission here (I'm speaking for myself vs every female on the planet) but I'm not trying to flatter MYSELF. I'm flattering THEM.
Because it's not like I really think that blinking my eyes an extra blink when I smile or flipping my hair over my shoulder is personally very flattering; to myself & other females I probably just look dumb.
I'm doing it for the benefit of the male I'm interacting with. Even if he is aware of it (if you do it right he won't be) he knows I'm doing it because of him. It's not self-flattery; it's man-flattery.

At the risk of sounding sexist (because any commentary validating the premise of the OP will be seen as such), this phenomenon exists.
However, it exists to varying degrees according to subculture. It is very common in some African-American and Latin American communities as well as a certain type of White American woman sometimes referred to as "Basic".
Virtually every single man who has been to a bar or a party has experienced it. The male equivalent is acting like an aggressive baboon.
I used to know a couple of women who thought ALL men were hitting on them. A man could just ask them what time it is, and they thought he was hitting on her.

It's actually the male of many species who displays and struts his stuff; he's the one who's more driven to reproduce. Think: peacocks, Birds of Paradise, bower birds who create elaborate nests to attract the female, certain frogs and other amphibians that puff themselves up, deer showing off their antlers, etc.
Kinda makes me wonder if the OP is projecting his own behavior onto women. lol
