Salary sounds about right for an academic center.
It can't hurt to ask about relocation assistance, but I can't imagine they'll offer it.
Due to HIPAA, I'm assuming you'll either be given a laptop to use, or will be forbidden to use your own for work.

You can live quite well in Durham for $28k a year. Plenty of grad students do. The Duke stipend is right at $28k a year, and grad students here are said to have the best quality of life in the world (due to low cost of living in comparison to stipend).
WAY more than enough. You could easily have a 2-bedroom place for that salary, especially with a simple lifestyle.
I totally agree. I'm also a biostatistician, and I bought my first house here in the Triangle (in the early 2000s) as a new MS graduate making way less than 72k per year. If you're just looking to rent, you will have a wide range of options.
I have absolutely no doubt that I will be able to live comfortably in Durham/SouthPoint with $72K. But being an international student I always tend to maximize my savings for the future, given the current job market and rate of lay-off.
It's good to know that there is Amtrak in Durham. However, most of the connections to go south seem to be in Greensboro. And if I take a train in Durham there is an insane amount of waiting time in Greensboro. To avoid that I am thinking of driving to Greensboro and then taking the train from there. Is there traffic on the way? How long does it usually take.

Greensboro is about an hour or a bit more so from here.
There is definitely traffic on 1-40 from the Raleigh/Durham area to Greensboro.
