We always put out luminaria each year for Christmas. This year, our next door neighbor was away when the Boy Scouts came around selling the white paper bags and candles. Now, they are nowhere to be found. Does anyone know where to find the bags and candles at this very late date?
We got lucky. The Boy Scouts answered their email AND had extras. Problem solved. @WeLuvNC, thanks for the Papertown suggestion. I'm not familiar with that store.

We had a similar problem - a last minute need for luminaries. We searched high and low. Finally found the white bags at Walmart - less than $2.00 for a pack of 50. They also sell tea lights in bulk packs of 50 for about $5.00. And of course you can buy bags of play sand at Lowes or Home Depot.
If possible, I would encourage people to support the local boy scout troops by buying theirs even though it might be cheaper to assemble your own. I am under the impression that most boy scout troops do this at Christmastime and it is their only fundraiser to support their troop activities (though I could be wrong about this). It's good experience for them to assemble them and then take them around to houses for the donations and they also give alot back to the community as I have seen many eagle scout projects (benches, bridges, etc.) at parks, etc.
Anyways, I think we got 6 or 7 bags/lights in our kit which was plenty for our lot and they only requested a $6 donation from what I recall. In the future, if you need some, I would do as the OP did and contact a local boy scout troop.

They also sell that overpriced popcorn every year. Not that I know anyone who buys it but just throwing it out there. I always thought they got the shaft that the girls sold cookies and they got stuck selling popcorn.

At least one BS troop always sell Christmas Trees, the first weekend of December only, at St. Raphael's Catholic Church on Falls of the Neuse.
PS to OP--here, we've always called them "luminaries", not "luminaria", even if that might be more "proper" wherever you come from
