We were looking into moving to the area, but we don't want to deal with the redistricting, hour+ bus rides, all year long schooling court fights of wake county. What counties/cities are in commuting distance with good elementary schools that you might recommend for a family of four who will be renting for the first year or two?
Depends on your price range. Cary has some neighborhoods where redistricting is highly unlikely. For example, if you bought in Highcroft you would go to Highcroft Elementary (which is year round but probably one of the best in the area). Our house is in an older (less high growth) part of Cary and our kids would go to Weatherstone (which is a decent traditional calendar year elementary). I would be shocked to be redistricted, but there's no guarantee. I would talk to a realtor. Find one that's very knowledgeable about schools.
Some might say Johnston County but I am not so sure about that in the long run. I think that area is nice, but I also think they will eventually grow to face the very same issues wake county is dealing with. That being said, I wouldn't get too caught up with it though. Wake is doing a good job dealing with it, and I think Johnston County is taking notes and trying to head some of these issues off as well. Any area that the majority of transplants find as a deent option is going to have some growth issues to deal with at one point or another.
Youngsville, Franklin County and some parts of Louisburg and Franklinton also of Franklin County do not have these schooling issues and are not too far out from the Northern and Eastern parts of Raleigh. I know many folks who commute to RTP from Franklin County.
Sanford in Lee County.
The elementary schools are all very good. It's about a 30-45 min commute to Cary and 45 mins to Raleigh depending on where you live in Sanford and where you're driving to in Wake county. That is primarily highway driving, so you don't have the stop and go of traffic lights that you would experience coming from Johnston county or north of Raleigh. The cost of housing is also slightly lower in Sanford.

I would check out Youngsville.
They don't have the redistricting issues...but they aren't the best school districts to begin with. I'll take the challenges of Wake County.

There are quite a few parts of Wake Forest ('in town') that have not been redistricted.
