Wait, seriously, I don't understand: who's the "they" who's haunting you this time? All of the Moral Mondays protesters, or only the ones who've gotten arrested, or some other sub-group of them? Or, just in general, any people who choose to exercise their First Amendment rights in a way that risks arrest and might annoy or inconvenience some other people? What part of that constitutes "milking" the taxpayer? Are they (and you, and me, and all of us) not, in fact, "entitled" to do that?
The right to peaceful assembly is a fundamental right in this country and many changes for the better have come about because protesters take the time to voice their opinions. Moral Mondays are not a waste of time.
I don't think you can simply make up laws and fines off the cuff like that.
Of course maybe the general assembly can change that now that they aren't busy imagining away sea level rise and replacing science with opinion.
Seems to be a common affliction with many in government and leadership positions all over the country.
