Handyman needed to put pickets on deck rails (Durham, Chapel Hill: chapel, fence)

Hi all, I have a small deck (maybe 10x12) just a few feet off the ground - it has no pickets. I was going to attempt this myself, but it's been over a year and I haven't done it...and I don't have the tools.

No ladders needed, maybe reasonably easy though I was thinking of doing horizontal ones. That seems easier to me but a fence company gave me a pretty high quote for it.

I'm in Durham near Chapel Hill - if you know of someone who can do this for me at a good price please let me know, thanks!
