I am having zero luck in finding a business plan writer. Does anyone have any suggestions on where to look?

Franchise, need a business plan for financial backing.

A good place to start might be to call The Wake Tech Small Business Center

Also, the Small Business & Technology Development Center, a free state-run resource specifically for Small businesses. As well as business plans, you can get free business counseling, market research, etc.

The SBA has a business plan template tool. I don't know how great it is overall, but I've used it to get started:
