I can confirm that UNC Hospitals is affected as well. I was over there when it was announced, and by the time I left, the nurse came in and took all of the remaining poured water (ie, they couldn't use it for anything anyway) because, they were told, it had been overfluorinated.
And then at 5 pm, they were calling for patients' families to bring bottled water if they could.
Of all the utilities we depend on to live in our houses, I've come to believe that water is the most important. You can work around a loss of electricity, the loss gas, the loss of communication lines, but if you can't flush a toilet, you can't really stay, at least not for very long.
yeah, you don't realize how often you turn on a faucet till the plumber comes for an hour and turns off the house supply! You can use bottled water to flush the toilet (just fill the tank, but that seems like a waste of bottled water).

Yeah that would take almost a whole case of bottled water just to fill up the tank. Not worth it.
We're good to go (ha!) again in Chapel Hill and Carrboro. Just supposed to conserve (no washing cars, quick showers, etc) until they get the levels back up.
somewhere in your house or on your property, you can store water for the "next time". personally, i've found that refilled 2-liter bottles are cheap/convenient/tough enough to survive long-term storage until the next water outage comes our way.

My solution was going out for dinner in Durham and then bummin' some water for a shower off my friends' in Cary.
