We were driving out near Cary/Holly springs yesterday. The highway runs very near Ten-Ten (over by Newton-Something road, Bells Something, etc.). It looks like the highway is effectively ready and I have to assume the opening date is near.

My Ex Girlfriend (now known as "wife") used to live out that way, it has changed so much since she moved in with me 10 years ago. Her road is now cut in half by the highway, and where there used to be singlewides in disrepair, there are modern homes with a much bigger price tag. Good or bad, I don't know, but change is happening in that area.

Graham-Newton turns into Bells Lake when you cross Ten-Ten, going south. I'm just on the north side of Ten-Ten. 540 in this area has looked "close to done" for a quite awhile, but they are still working on it. One of the down sides (for me) has been all of the deer that have been driven out. I never had problems with them until about a year or two, when they started construction.

Yes, house prices have gone insane in this area. Most new construction is $1.0+ million. But, we have a Costco only 3 miles away !

If you take Ten-Ten all the way to Garner/Clayton and turn right on Benson Road, you'll see where 540 will eventually interchange with the highway. As of two weeks ago the highway was still dirt, so still a bit to go.

I assume they aren't going to open any part until it's all complete to I-40 in Clayton? Hopefully they are still on track for July or so to open.

Typical NCDOT... we're lucky if this opens before Spring 2025... and the tolls will never, ever, ever go away, no matter what they promise us

Some of the NCTA bonds for 540 mature in 2047, so we will see tolls for the next 23 years. After that, who knows.

There used to be talk about imposing tolls to upgrade I-95 in NC, but most of that talk dissipated after the General Assembly restricted tolls in 2013. It still comes up, however (e.g. https://www.qcnews.com/news/u-s/nort...or-i-95-tolls/, by a Republican senator incidentally). In response, a bill was introduced in the General Assembly this session (https://www.ncleg.gov/Sessions/2023/...PDF/S632v1.pdf) to prevent tolls on I-95 for the next 10 years. Meanwhile, NCDOT has begun improving I-95 between milepost 13 near the SC border and I-40 at Benson... without imposing tolls. North of Benson to the Virginia border is a different story. VDOT also talked about tolling I-95 south of Petersburg to fund improvements, but I haven't heard anything about that recently.

I always thought it would be smart to put tolls on I-95 near the VA or SC border to bring out of state money in.

You could expect the secondary roads to be pounded to death by drivers avoiding tolls.

There's some kind of federal law or regulation that you cannot slap a toll on an existing Interstate highway simply to raise money. The toll must be tied to an upgrade program.
