For those that play on city courts on a USTA League team, they have to pay court fees to the city. So unlike other city residents, they have to pay to use the public city courts for their match play.
I'm a bit concerned the OP hasn't been back in 5 days. I hope the Durham parks folks didn't search them to eliminate the issue. Or that they showed up at 9 am, sooooooooo inconvenient, and fainted from the unfairness.
I don't live in Durham. What happens if I show up with a racquet and tennis balls?
Here is my plan
1) Join USTA
2) Spend years working your way to the top of the local chapter
3) Delete all the UTSA reservations/put your privates reservations in place
4) Disband the local chapter
5) Delight in your well executed coup the triangle USTA chapter.
But if *none* of the courts are booked by the USTA between 6:30am to 9am, then there is a window where the public can get in. I'm suggesting early morning because I bet courts are available for someone besides USTA and groups.
no, actually you won't "end this BS". just because a location is "public" doesn't mean it's available to the public at all times. USTA has matches on most evenings during the week and at certain times during the weekends and garrett road is one of the locations used. that's not going to change.
and you make yourself sound foolish by assuming that everyone who plays USTA is upper middle class or rich and can afford private lessons and country clubs. fact of the matter is that you don't know a single thing about these people.
if you want to play whenever you feel like it then go to jordan high school or duke east campus.
I never said they are rich. It's the principal. So if I want to play tennis in the evening on the weekdays on Garret Rd courts I basically can't unless I pay a fee?
I am currently working on getting some support to bring this issue up to the officials.

this will fall on deaf ears.
