For the same reason that they have an approved list of acceptable paint colors and acceptable heights for your grass. Visual uniformity.

Most HOAs are annoying as hell, so you can guarantee they are only allowed in the back.

HOA's are mothing more than an unnecessary power-structure -- designed to provide a sense if achievement to busybodies with nothing better to do.

I think that if you were to make them explain themselves objectively, they'd likely talk about how solar panels are incongruent to typical historically referenced styles of many homes in the area.
I think it would be an interesting exercise to design a modern home with panels integrated into the aesthetic so that they don't look slapped onto it as an afterthought.
