I am looking for someone who can install and tape a layer of sheetrock on the ceiling of a kitchen in Raleigh. I want to cover a "popcorn" ceiling and I understand that one of the cleanest ways to do it is to just add a 1/4 inch layer of sheetrock. Does anyone have someone to recommend for this small job?

You may want to consider another alternative:
If you do not like the look of a textured ceiling, (because it has partially released or is stained) you can scrape off the texture, skim coat the existing drywall, and prime and paint for less cost than adding and finishing a new 1/4 inch layer of gypsum.

Most Triangle area painting contractors have openings now due to the slower economy and would love to quote your project. (but not if you are in Miami Beach, FL unless you are wiling to pay a TREMEMDOUS trip charge! 8-)

I have a great handy man! I worked with him in the apartment industry (he supervised maintenance for several high end communities) for several years before he started his own handyman business. Can't recommend him enough. He can do just about anything. Tell him Morgan sent ya!

You can also try Socaz painting. They removed the popcorn ceiling in my house.

I'd call Wingate Construction. He's reliable, is a perfectionist, has excellent prices, has been doing this kind of work for 17 years and is a straight shooter.

I would guess that any of these men would also put up sheet rock in a garage? I want to "finish" my garage so that I can put up cabinets and shelves. Can't get the husband to take a few days off to do it - so I need to find someone that isn't going to cost a fortune, either.
