I could be wrong, but I believe you're asking if an agent will show a non-committal, prospective buyer homes for free. Is this correct?

If that's the question, the answer is sometimes. I think many agents will take buyers on a tour, once, before getting some type of commitment and requiring loan pre-approval. The busier agents won't, but the ones seeking more business might.
No one who calls an agent asking to look at houses for sale is expected to be "commital" toward a specific property until after they have seen it in person and considered about twenty other variables... but they are expected to be qualified (income, credit, deposit money, etc) to buy that class of house if/when they get to that point.
Some agents will be more obvious in how they do this "prospect qualifying" than others.
Some serious buyers will get themselves "pre-qualified" by their own bank before beginning the process.
