Does anyone know where I might be able to find the requirements by HUD in regards to property taxes, how they are collected and disbursed at closing? I don't know if it is state specific or Federal.

I can't imagine there is a "requirement" from HUD. Basically, the seller credits the buyer for taxes from Jan 1 through the day of closing. The seller lived there, the buyer didn't, so when ownership is transferred, taxes are collected from the seller.
