A bedroom does not need a closet or a window in my area to be legal. It does however have to be above grade.
Having said this, buyers want windows and closets and the lack thereof impacts market value of the property because the pool of available buyers who will consider is small.
I'm sure youu probably had a bit of a discount b/c of it. the next buyer probably will expect it to be a little below market value.
You're trying to sell correct?
I would do nothing. advertise as a 3br and call it a day. assume that you will sell for a little below the price of a "normal" 3br. Sometimes weird stuff was done to older houses. you can't be expected to correct everything, you price your house and deal with it that way. Plenty of older homes don't have closets in their bedrooms. that doesn't mean that these homes are 3000 sqft with 0 bedrooms, just b/c "normal" convention is that a bedroom has to have a closet, or that the windows don't meet current egress requirements.
as long as you have permits for the garage and family room, I think you're in the clear. some may be dissappointed in your set up, but I think you just have an oddity.
