This thread is over 2 years old--so they probably made their decision by now--but it is unlikely that someone can just casually go into a water treatment plant to ask questions. Nowadays, water treatment plants have pretty tight security--and, if not, they should!

according to zillow it never sold....hmmm... (of course...that's zillow so reliability is so-so)
