Sorry, but that's just ridiculous... No one's going to buy a house where they KNOW they're going to be constantly irritated and annoyed -- and in some cases even endangered -- by "undesirable" neighbors knowing it'll also be hard for them in turn to sell one day unless by some luck the neighbors move just because "the price is right." Most people won't choose to buy a home with built-in misery for any price.
If you go low enough, and I mean GIVE it away, some slumlord who's not too choosy about his tenants might buy it to rent out for extra income, but even a flipper won't invest more money into a house with a liability like that because, hello, it'll be hard for him/her to sell, too! Been there, done that with mine.
And that is how neighborhoods "go down." It takes only ONE bad neighbor to start the domino effect...
This is what happens to all the 'freedom loving' anti-HOA people when complete freedom is allowed to continue to its logical conclusion. What good is being free to do whatever you what with your property when the neighbors win the game with checkmate!?

How is it that YOU think that nice neighborhoods turn into slums?
Nobody said all non-HOA neighborhoods, that came from you.
Let's face it, there are all kinds of 'personal freedom loving' people
Some want the freedom to do as they wish, but what they wish is the same as their neighbors.
Some want to be able to park their small boat in their side yard.
Some want to park their full size RV in their 4 car double driveway 9 months out of the year.
Some want to park their Semi tractor in their driveway when they aren't on a run.
Some want to park a derelict school bus in their side yard full of junk.
Some want to park half a dozen 'parts cars' in their backyard to keep up their 'stock car'.
Some want to collect construction equipment (bulldozers, backhoes, bucket trucks, etc) in their back yards and sit outside on a nice spring day and run them all idling for hours every day.
That last one went on for nearly 20 years 1/4 mile from my job, in a residential neighborhood on a 75 foot by 150 foot lot. The homeowner used to be a contractor, and kept the equipment after he closed his business. Imagine trying to enjoy your back yard or even have your windows open with diesel exhaust and unmuffled engine sounds a few feet from your window. That's the smell and sound of too much freedom.
