Where I live in Florida you can request a light from the electric company but you have to pay for it monthly. I think it used to be $5 but that was about 20 years ago.
You could get a petition going from the people on your street and surrounding. Bring it to a town hall meeting or to the village hall and request for it to be considered. I personally think you'll have to put up a fight though. But you never know if you don't try!
My last house was in a very upscale neighborhood. No street lights and no sidewalks. One homeowner brought up street lighting at an HOA meeting and was quickly overruled by everyone else. Never heard about it after that. My current home is in a gated neighborhood. Again, no street lights and no sidewalks. I've never heard anyone complain about either.

My fairly large 'small city' shut off streetlights a few years back as a money saving measure. It made national news. They also removed trash cans from parks.
In some communities the street lights are paid for by creating a lighting district. The property owners within that district then pay for the lighting in their property tax bill.
