Move to a decent neighborhood!
Unless you're willing to spend the money for anti-graffiti coatings (doesn't let paint stick per say), all you can do is keep repainting as fast as possible. If their tags are never visible to others, sooner or later they will start tagging where it can be seen long enough to claim their glory to others.
See my google search. There's some pretty good info in some of the links where it says "people also ask". They say you could have used a pressure washer to wash the graffiti off, or steam.
According to the link, anti graffiti paint does work for about 10 years.
1. We got a notice from city of Oakland stating the graffiti is a violation, and setting deadline to inspect.
2. We painted one of the 4 walls with primer this past Saturday (we thought we might as well get to all the spots).
3. Before the final coat even went on, after the long weekend we found that graffiti already went up to the area we primed.
Question: What's the best course of action to do here? If I paint, I think graffiti will just come right back. If I don't paint, the inspector did not seem too accommodating... What do others do in this situation?

Paint it all nice, again. (Not to worry, this'll be the last time.)
Wait about 200 yards away, with a scoped 30.06. NVG's too. A silencer helps. (Always good to be a good neighbor.) When they start spraying, so do you.
