No. If somebody treats you this way, it's not worth wasting your time on him even if the initiative later is his.

Did you come across as being a bit on the ditzy side or a little bit too clingy?
He probably just likes you as a friend and not much else. Just find someone else if you are looking for a date.

I wouldn't ask him out at all....do not pursue. You gave him an answer and he didn't follow up. His loss!
