What makes someone "damaged goods" in your eyes? (guy, love)

I don't think of anyone as "damaged goods". It's insulting.
I can't remember thinking those words about anyone, ever. I might think some people are bad people (murderers, drug dealers, gang members, etc.) but I honestly can't remember ever thinking someone was "damaged goods."
For the record, I'm pretty sure the OP thinks of me as damaged goods - but it doesn't offend me in the least. I don't know him and nobody in my real life has ever thought that about me.

Horrible/abusive parents
Unresolved sexual abuse/intimacy issues
Desperately trying to relive their youth/unwilling to accept their life stage
Entitled/spoiled rotten
Getting inked up to commemorate some "life changing event"
I would never consider another human "damaged goods"
