Yeah, generally the ones that have wanted a FB get that across... as in "I really like you, but not sure I have time for a relationship" and leave a door open. Not a flat out "I'm too busy". Or they're someone I dated a little bit and we had already been having sex but other aspects weren't working well.
Or they'll just text late on a Friday night after going out asking me what I'm up to.
I'm guessing "too busy" means she doesn't want to see me again for whatever reason. Strange, since she was totally down for a second meeting immediately after the first.
Do I:
a) Drop it
Yeah you drop it.

This is true.
I've been on around a dozen dates since moving here from the east coast 2 years ago and 3/4 of them I got a minimum of a first date kiss.
Nothing serious became of any of the dates... and they all ended the same way with the standard "I'm too busy" texts.
The catch? I met ALL of them via online dating services. Now I go to church and the gym. LOL
You should show up at her house in your silk Hugh Hefner robe and monogrammed slippers and tell her to assume the position. I am sure she will be grateful because you are SUCH a nice guy. And SO good looking.

you seem to be always right on on Q to sneak in ( below average ) snide comments
the OP appears to be asking genuine questions about this woman

b) Tell her we don't have to date, we can just have a FWB. If so, how would I say this without sounding creepy?
Also, Im 24, she's 42.
c) pursue other women
[maybe she'll come around - or maybe not]
