I am not sure if he means 'well-laid' or just generally happy, but I think it's the former.

The quote seems to imply to me that people are entitled to what they want or desire.
"Lineaments of gratified desire" reminds me of how people usually want what they can't have, and what don't want what they can have they don't have to work as hard for it.
Once gratified desire is attained, game over, because desire is only temporary and never enough.
