What does it mean when women change their voice to an unusually/sensually high pitch?
Generally 'sensual' pitches from women will be lower, moderated, slower or faster, perhaps 'breathier', and if you are doing things right - they will be gentle 'cooing', purring / moaning sounds. Although they can be known to shriek when stroked right
If she's simply changing her pitch on her own with no physical contact she's either faking or as others have humorously mentioned she's uncomfortable in some way (covering up gas, her clothing articles of some sort are irritating her, the social situation has perturbed her, or perhaps she simply is trying to signal her dog?

Yeah, I mean in public from women I don't really know. The high as a helium balloon introduction thing that usually starts with a long drawn out "Hey", followed by more high pitched stuff.
BTW, it took me a while to realize that you meant "dog" literally. LOL!
It means the girl in the cube next to me is making a non-work related call.
