I signed up for a Russian online dating site called Holostayk.com a few weeks ago and so far that website seems to be legitimate! However, I have also heard about another online dating site called RussianCupid.com, but I am not sure if that website is legitimate or not! Is it a legitimate site? Or is it a scam?

I am simply looking for a legitimate Russian/East-European Online Dating site in which I can meet girls who are Russian or Eastern European living in either the United States or Europe! Can anyone list me any?
Also, are there any American online dating sites that will allow me to meet girls internationally? I really wold like to know.

As long as you're willing to travel and have reasonably deep pockets, you'll definitely meet interesting women there. I casually surf it to this day, though to do it right you really should go all in.

Whatever the issues are with OP's plans...or not...I don't care. At all.
But to clarify a bit:
Russian Cupid, for example, has a ton of real women who really do want to meet Western men. And, last I checked, at least as many frauds run behind the scenes by teenage mobsters and shills in some Eastern European dump.
The latter are easy enough to suss out, if you 'll take the time to learn some Russian and Skype with them early and often. Anyone sending money to someone in Eastern Europe or FSU sight-unseen deserves to be fleeced.
Russian Cupid is not the forum for "I wanna meet pretty blondes buh uhu huh huh in Poland and stuff buh huh huh huh" by toothless halfwits from the Back Bayous of Baton Rouge. Who are broke, stupid, and would be better off downloading porn. Quite the opposite, actually: the on-the-level women there are leveraging a resource to meet what is in very short supply in their home country. That being: marriage and family-minded, non-drunk, non-stupid, non-unemployed Western men of means and with prospects. Who will provide a stable home for them and potential future children. Those women want love as much as the next gal, too: they are simply more pragmatic about their approach, and understand very well their value proposition to eligible guys. They look as good as they do due to enormous effort; as Inna once said to me, "beauty is pain!" She'd spend 1.5 hours in the bathroom preparing herself without even stepping foot outside the door under any circumstances.
Inna, the woman from Zurich I dated, was a knockout brunette (originally from Kiev) with more class in her little finger than most American guys have in their whole body. Svetlana, the woman from Odessa, prior, was a total knockout blonde who was very feminine, already in the U.S., and having a hard time adjusting to the perversity of our society and the ways of American men. Her loss, in the end. Both were real. Both initially looked at me like I was nuts for being wary about "them": in contrast, they are propositioned 100:1 by losers, zeros, halfwits, and bucktooth varmints both at home and abroad. Very exhausting for them to sort through, actually.
If they meet a real man, from the U.S. or Western Europe, they're yours forever IF you've got the chops to meet their standards, too. And, if you're willing to meet them half-way, including usually numerous trips to their home country and city and behave as a suitor should. That door swings both ways. Awkward, dumb, hesitant, social-misfit behavior from an American pursuing them is correctly viewed as weakness. Which they despise more than just about anything else.
