Does the woman in this hypothetical situation want to be romantically involved with this guy? Does she think that they're dating? Does she know that he's holding back because he thinks she's too complicated? Generally if the guy isn't making any sort of romantic overtures, even if it's just taking her hand or brushing her hair out of her face, she's going to think it's platonic.

Possibly. But there are other ways of making romantic gestures. Paying for dates is one. Buying an occasional gift is another. Subtle signs like the way the guy looks at her, or a certain tone of voice or phrasing or the way his conversation may flow or catch in certain ways. Helping her put her coat on. Lots of subtle signs.

Yes, if she's not into him as a potential romantic partner, the dating will fall flat, anyway, if he's thinking of her as a potential romantic partner. If she's into him romantically, more likely than not, she'd start moving things along, if he appeared tentative about it.
