Ive seen this discussed on so many forums. kinda surprised to not see a thread here in the first 3 pages or so.
Not that there is a cold hard fast timeline, and yes some situations are different...byt how long do you wait before you realize it aint gonna happen,a nd either enter friend zone or move on?
For me, it was 3 dates. If the girl wasn't willing to kiss me good night, I took that as an indicator and I was done after first date. But by the 3rd date, if hanky panky wasn't happening I was done.

I don't have rules, but I can't recall the last time where I went out with someone more than 3 times without something happening. Generally earlier.
If something hasn't happened by then than one of us isn't into the other, or we're not compatible in our sexual views.
Oh wait, there was one woman where I think we went out about 5x before having sex... but she had an 1 yo and it was hard for emotionally to separate for an evening... But that was 6-7 years ago. So then, I guess.
Well, I didn't date much when I was young. Met my ex-husband at age 19, married at age 21, divorced at 40. So I was 40 before I really started dating. And I was dating for one reason only. So, if I was not interested in hanky panky with a particular gentleman, there was no second date. Why waste time?
I think you know in the first 5 minutes of meeting someone if you are interested or not. You might not intend to get to the hanky panky right then, but you know. You might change your mind from yes to no after you get to know them better. But I don't think you change your mind from no to yes.

What about you???
Soooo ... you consider kissing to be hanky panky? Because I thought it was something else.
And if you're just sitting there waiting for it ... ugh.
