We have been on 4 dates, and he sort of seems into me...for example, continues to hang out with me, holds my hand sometimes...but other things make me not sure. We made out on the second date, but otherwise have hardly kissed (he kissed me on the cheek at the end of the third date, at the end of the fourth date we were sitting alone watching tv for a few hours, and he only quickly kissed me right before leaving). That's strange, right?
Nope, definitely not! And I also don't expect that after making out once, hanging out will always lead to making out...but it just seems weird that we have hardly even kissed at all since the first time that we kissed/made out.
Jeez...no, but most women expect a PROGRESSION of intimacy. If it's not progressing then why continue? Especially if it goes from making out to a quick peck or just hand holding? Yeah, I'd wonder too!

OP for him to " take a back seat " like that it sounds like you possibly aren't giving out the right signals and he feels that maybe you are not so into him perhaps?
I think he still likes you otherwise he wouldn't turn up for the dates since but that's the only conclusion that springs to mind
If you're not initiating any flirting or affection, he's probably thinking you're friend zoning him and not being upfront about it, so he's distancing himself.
