Not at all. You need verbal experience as well...
but knowing which words to use and in what sequence is the same information.

With a more correctly phrased statement the verbal aspect will follow:
It is interesting to think about doing language instruction by text and via IRC.
But with written communication the sound component of words less than when done verbally.

Oh no you don't need to play computer games to join IRC, there are different channel/chat topics available, for different interests. You could make friends who are English native speakers, then move from chats to Skype to improve your spoken English.
