OP, it would depend on the personality of your girlfriend. It also depends on how long you've been dating your girlfriend. Have you been dating a few weeks? months? years?
If it came to getting a gift card vs nothing, I'd obviously prefer the gift card. However, I'm not a fan of gift cards in general,as they feel impersonal..This is especially true if I've been dating someone for quite some time. I love personalized gifts.
But, I'f I'm dating someone new, then I think that a gift card would be appropriate (I'm presuming we are still getting to know one another and you don't know all of my likes vs. dislikes, etc)...
My gf's birthday is coming up, do you think it would be okay to give her a GF to VS as well as to her favorite salon?
Does she normally shop at VS?
And I agree with the person above, your GF might be the type who would love for you to select something for her from VS versus getting a gift card that requires little thought and effort. Personally, I prefer gift cards because I like to pick out my own things but everyone is different.

It reminds me of that quote in "Working Girl" when Melanie Griffith tells Alec Baldwin, as she's trying on this garter belt contraption he gave her, "Just once, I wouldn't mind earrings or a sweater or something."

It would totally depend on how much SHE likes Victoria's Secret herself. Does she currently shop there? For stuff she wears every day for herself and not just for you in the bedroom? If she pretty much ONLY gets stuff for YOUR benefit then let her do that on her own...otherwise you are basically buying yourself a gift and she will know that. It would be primarily self-serving on your own part. It's a step up from giving her a vacuum cleaner or some other household appliance she can use for your benefit, for example, but think hard about it - women are really smart about stuff like that and she'll figure it out.
VS AND a salon giftcard...when you want to say Happy Birthday sweetheart, you're currently not that attractive.
