Some of my best dates weren't dinner. Although that's the norm, they weren't the most impressive. I went out with a guy that took me horse back riding, sailing accross the LI sound, on a picnic and when he did take me to dinner, it was always someplace interesting like on a lake or to an outdoor cafe, an authentic Japanese restaurant, etc...
But don't go overboard on the dates until you think you really click. Not every woman feels the same way though. I had a friend that got offended when her first date showed up in shorts and a polo and took her to a chain restaurant. She was much more high maintenance than I, but I don't think it's too off the wall to expect to be at a grown-ups only restaurant and well-dressed on the first date. Her date should have given her a heads up by letting her know it was going to be a casual thing. But then he scrutinized the bill and paid partly with a coupon. LOL
I was in a relationship with a girl that not only NEVER tipped, but would get annoyed when the waiter/waitress would check on us to make sure we were doing well. Should have taken that as a big sign.
What you say is true.
I had a first date once where the waiter came over constantly, my date finally reassured him that we were fine and that he was doing a fabulous job, but if we needed something, we would signal him to come over. It was more comical than annoying though.

What were you wearing that night? Maybe he was looking down your blouse.
I am one that doesn't expect early dates to be extravagant. The best dates were casual ones where it was obvious the guy had listened to my interests and chose something to do that he thought we would both enjoy. Favorite early date was a picnic in the park. Football game is close 2nd. I want to be impressed by the person, not his wallet.
