she just texted me back not too long ago with a message that said....''happy new year. thanks for thinking of me today, that was very thoughtful of you. im sorry that i could not talk much but i was very busy. The reason I have not been able to call you is because it is very expensive for me. I hope to hear from you soon.''

Well there ya go. That was nice of her...and wait a few days before calling her back. But yes, I'd say if she sent that in a text, she wants to hear from you.
This can be done, I have done it, but, it aint' easy. You ditched the pic, so I can't see the 2 of you - but if she's way hotter than you would normally rate, if you bring her over here, she'll very likely dump you.
Texting may be a better way to stay in touch, for the short term, than phone. You can get phone cards that are a much better deal to FSU countries than most typical long distance carriers. Assuming you have any reason to stay in touch. From here I can't say one way or another.
Good luck in any case.
If you want to date FSU women, you *really* need at least a working knowledge of Russian. Don't worry, if you are a talented, high-IQ type of guy, you will be talking at least a little after about 5 years of part-time study, maybe 2 years if you can dump *a lot* of time into it.
Read the book "From Nyet to Da" - I forget the author's name, google it, it's a good first step.
