Interesting subject, while I do not have a foot fetish, I do believe that if a woman is going to wear an open toed shoes or sandals she should have a decent pedicure, and junior high school I remember one particular redhaired girl who had an interesting pair of feet, they were beautiful feet and you can tell that they were well taken care of, however the interesting thing about it is that she had six toes on each foot and at the time I thought that was very intriguing and still do.
Unless your name is Marilyn Monroe (and if it is, PM me your number ) I don't really like coloured nail polish, be it of the finger or toe variety. Just so long as a woman's feet are kept nice and maybe with a bit of standard nail varnish (not coloured though!) I'll be happy. To be honest, the feet are just a base to keep the more important stuff up off the floor.
One time I befriended this very bohemian yet highly Christian lady from college and she came over to teach me guitar and she took off her shoes and she had what looked like toe nail polish splattered all over her toes .... it was hilarious because her toes also looked like fingers .... lol
My toes are always well manicured - just like my fingernails. It's a good thing too because I had a boss who used to "inspect" all the ladies' toes. I wear open toe shoes 99% of the time. It used to be the running joke in our office ... "Look where his eyes are."

Chicks feet are very cute. No fetish here or anything but most girls really do have cute feet. Red polish is nice... high heals not so much, they will just mess up your toes.
I have to say one more thing about chicks feet-- toes rings... I don't get it, they are so not cool.
