There are laws in place to protect people from being wronged by others. It's not legal for a person to rob, rape, beat (unless it's self defense), or harass another person.

LOL, no kidding. Maybe he's right, though. The constitution seems to have about as much significance and merit as a Taco Bell receipt with our law makers today.
I'd try to refrain myself from doing so as out of the blue, it's considered "assault". I've had plenty of folk that just stepped in front of me, ie - panhandling, school kids trying to get you to donate for this team or that team, Street news paper folks {guess they're trying to see which one can give away all their papers before the other does?}, ... etc.. I just walk around tho it's very rude of them to do so.
