Was this a concern that runway takeoffs / approaches were over cemeteries, or flight routes? I don't see how you could guarantee that a plane never flies over a cemetery. I wonder if family plots or victims of serial killers or undiscovered ancient burial sites or a zillion other anonymous grave sites would count? Does it depend on altitude? When you get a rulebook as detailed as that, things get terribly complicated in a hurry!

Go back to #10 and read the link. Strictly Jewish cemeteries only counted. Since we don't see this on any flights currently, someone in the past decade fixed it. As I stated, the incident occurred in 2002 and this currently is a non-issue.

Pilots deviate from flight plans regularly due to weather, traffic avoidance and spacing, and to take shortcuts.
