As long as your actions can be justified in a reasonable manner you're most of the way home.

The courts make final determination where individuals can't agree...

If there is no determination of fault I would think it is fair to return the entire deposit. Lets say it goes to court. I would imagine it would be the LL's responsibility to prove blame. What are they going to say? Tenant is going to say I have no idea how it started. LL is going to say they have no idea how it started. Report is going to say it has no idea how it started.
