I live in a co op apt in Queens, NY. I want to claim my neighborhood sublet the co op apt. It is illegal. What evidence shall I need to provide? Is it better to claim at management office first or housing court?

Start over. Have absolutely no idea what you are talking about or what you are asking.

I'm thinking English is a barrier here. I think what they are asking what should they do when someone in their co op is subletting, which may be against the co op rules. First inform management in writing. They will confront the people and take care of it. I believe that is all you can do. If the person subletting is disrupting and nothing is done, you and the other tenants need to put pressure on the management to take care of the problem.

Nah, I'm trying to learn mandarin and I'm starting to see how people that speak English as a second language get things backwards. Well not really backwards. They use English words but fall back on the sentence structure from their native language. It is quite interesting.
