This needs to be discussed with the landlord.

It is possible that the landlord was providing service but when he went by to collect the garbage, the tenant had already dealt with it.

Just because the lease says that the landlord will provide garbage service, that doesn't mean that the tenant is not allowed to make other arrangements. It also does not mean that the tenant can make other arrangements on their own and then turn around and force the landlord to pay retroactively for a service he didn't order.

It should be possible to clear this up simply by discussing it with the landlord.

I would get all your receipts together and demand reimbursement for the trash charges. Send copies and a letter explaining the reason for the back charges. Make copy of lease page and highlight the part where it states they pay for trash.
