What part do you play in this little drama? Are you the tenant? The landlord? The Property Manager?
This tenant is over the top and needs to buy their own house. They knew these issues were there when they signed on the dotted line...the time to negotiate these things was before they signed the lease.
I hope the landlord smartens up a bit and declines the tenants very generous offer of doing these repairs and upgrades themselves. If the landlord accepts this offer he needs to put in writing that HE makes the choices of who does the work, what kind of work is done, and what kind of materials are going to be used. A tenant should never has as much say in a unit as the owner. EVER
