However I think any LL would be a fool, as I recently learned, to allow the tenant to get their bank account number.
Your experience was a simple one-off glitch. I've rented in a few places where the LL was not in the area and gave me deposit slips which I would use to put the rent money directly into their account and there was never a problem. Since it necessitates the tenant making a special trip to the LL's bank it's not a routine which is preferable (particularly now that one can transfer money electronically into someone's account) but your account number is on every cheque you write so is essentially in the public domain. The little glitch you experienced was nothing major and not sufficient cause to totally reinvent a wheel.
Obviously the LL spent your deposit and they are broke.
Spending your deposit is illegal and you should file a criminal complaint.
As well as filing the criminal complaint,
AND
also following the normal steps to recover your deposit ( from their empty bank account),
I would file a lien against the property so I would have a better chance of getting paid when they sell it.
The title co will insist on clearing the lien.
Regardless of having notified you of the deductions, the remainder was to have been in your possession within 21 days. That has not happened. You can go to small claims court, sue for the ENTIRE deposit, court costs/fees, and some states allow for a penalty of 2x or 3x the deposit.
It's obviously a credit card cash advance check that already expired and not valid. This is so annoying
