Automatic garage doors will not open in a power outage from the outside. From the inside, you can pull the release cord and open them manually.

There are garage doors that have a battery backup system in case the power goes out. Well worth the few extra dollars if you plan to replace your garage door opener in the future. The backup battery is good for 3+ years and when it gets toward the end of its life starts beeping to tell you it is time to change the battery.
A battery backup on your garage door opener is super helpful if you physically do not have the upper body strength to open and close the garage door when there is a power outage.
