Yes, concrete is much more soundproof! Think about being in multi-story office buildings, how often do you hear anyone on the upper floors?

If he really has a sensitivity to noise has he tried noise canceling head phones. My son has a pair, they work amazingly well. They are powered by rechargable battery and can also be used for music and listening to tv with blue tooth.
