What would be the motive for some landlords not to show pictures of their apartments in Craiglist? With some not even getting back to me after I had requested to see some pictures of their apartments?
One, I could think of would possibly be that perhaps maybe they wouldn't want to discourage the potential tenant from actually going over to check out their apartments? Any others?
A reason that it would help that I could at least see some pictures is cause I'd be moving from one state to another. And it could involve between a 2 to 3 hour drive just to check out some of those places.

I would cease considering an apartment if the LL refused to send photos and an address for the property after you have communicated an interest. I also don't recommend sending money to anyone on Craigslist (application fee, etc) until you've seen the actual property.
2-3 hour drive is nothing. Schedule viewings of several places in a single day.
I think the main reason is that they're just too lazy since people are gonna call anyway.
They're not necessarily scams -- though I'd think many if not most such listings are -- because I've seen good properties that weren't listed with pictures...in fact, with just a quick single line of text! Moreover, my last place (before I became a homeless loser!) was found that way, the whole second floor of a typical three-story NYC "Outer Borough" house...the agent/broker wasn't even all that interested in business, almost like he was a dog-walker doing chores -- I really wish I didn't have to pay him his fee only 'cause of the sheer lack of enthusiasm he approached his job!
Some craigslist listings don't have photos. You know why? Because that's the way it is, that's why.
Nobody knows why thousands of landlords that they don't even know do something. You could write to each one of them and ask them. Maybe they don't own a camera? Maybe they don't care that you want photos? Maybe they aren't computer literate? Maybe they want tenants to view in person?
I suspect that you aren't getting answers because you are out of the area. Just a guess, though.

Yep. One con job I was chatting with when first trying to find a place to rent when I moved out west refused to give me the address to the property as he claimed that he didn't want me sending people over there to check things out and harass his other tenants. The con said that he'd only give me the address and keys when we met at a local McDonalds to sign the paperwork and take my deposit I ran far and fast away from that scam.

Thats why you schedule an appointment to go see the apartment after responding to the craigslist advertisement.
As a property manager, sometimes I end up with houses that I have no photos of for the ad.
We start advertising before the current tenant has moved out, during their last 30 days, to minimize downtime between tenants. We also will not post photos with a tenant's belongings, for privacy and security reasons. For the same reasons, we only schedule showings with tenants who have already submitted an application and been approved. So we try to have photos and addresses so people know what they are applying for. But sometimes, we just don't have any available. So Here are a few reasons we might not have photos:
1. We took over management or the current owner bought the property while this tenant lived there, so we have never had the house empty to take photos. This is the most usual reason.
2. We did a large remodel and then the new tenant moved in the same day we finished, so we didn't have the opportunity to take new photos and the old photos are not representative of the house.
3. We have gotten so many calls every time we advertise the property that we always got it rented before the tenant was even out, so never needed the photos.
If you are renting an apartment, where they all look the same, there is no real excuse, but if you are renting a house, I can think of several legitimate reasons why no photos might be available. Even if someone asked me for photos, it isn't going to happen until the house is empty, and in most cases, by that time we've rented it to someone else.
