My family member hired a listing agent to list their house for rent. On one of the agreement docs, it said agent who represent the tenant will also collect 1/2 monthly rent on the renewal. Is this right? Can my family reject this request? The listing agent said they had to honor the request to pay on renewal.

Doesn't seem ethical to me but I find agents in general run a scam. If you don't like the terms then change them or refuse to sign there are LOADS of agents that would be happy to take your listing without such BS.

Looks to me that the family already hired the agent and already signed the contract without reading it and didn't notice that provision until later.

Now it's too late to reject it.

There is a written contract, so that's that.

People really should not sign contracts without reading them and understanding them.

The money is due at renewal and if your family member doesn't like paying it, they can read the contract to see what it takes to fire this manager so they don't have to pay again next year.

Yea because everything written and signed in a contract is legally enforceable
