Yes, this happens all the time, BUT the student is subject to a criminal/background check as well.

There might be a landlord who would accept this arrangement, but it wouldn’t be me or any landlords I know.

Someone in our old neighborhood had been renting a NYC apartment for years under her name but her daughter lived in it. She was abusing the rent-control system.

And she was nervous about someone finding out, so it must have carried big penalties for violating.

It's obvious that some LLs do indeed accept these kinds of tenants, as anyone with eyes can see. Of course, these rentals are generally not in neighborhoods where most of us would choose to live. The OP was wondering whether it's legal, and in most cases, it is, as long as no one is trying to violate the rental contract.
