I know that they have at least some empty units as the unit below my friends apartment has been vacant for about 4 months now.

They want $1200 a month for a one bedroom. Could I offer maybe $1050? is that customary?

Nope. Communities have to offer set rates to everyone to comply with Fair Housing laws. Trust me, they're well aware of the market and have priced their units accordingly.

Yes... you can ask if they have any move-in specials or are willing to give you and extended lease.

It never hurts to ask in a nice way

I know some managers that refuse to budge on rent because the units are Rent Controlled. They would rather loose a few months rent than lower the rent for years to come.

Asking about move in specials or asking about incentives for signing a longer term lease aren't really "haggling." Those things will already be established along with market rental rates to comply with Fair Housing. It doesn't hurt to ask if they're offering those things. But just going in and saying, "hey, I'll give you $1050 for that $1200 apartment" isn't going to fly.

Our complex now offers "one month free" if you move in.

How about giving loyal renters a month free?

I'd say in this complex there are about 20 empty units. It's not a bad place, except for the lack of insulation (bills for heating are NUTS). Of course you can hear a pin drop in my neighbor's toilet but whatever...

They can offer alot of things. That incldues a discount for walking thru the property ;checking light bulbs and anyhting they want.They also don't have to offer the so called job to anyone.There are all kind of holes in the fair housing.If you offer thaeyt may say are you willing to check and report lights out in the common grounds? if so we accept .

I have never ever worked for or known a reputable management company to do something like this. Maybe a small company or private landlord may do something like that. But Fair Housing laws are in place for a reason and encouraging someone to "find the holes" and work around them isn't exactly cool, IMHO.
