Why would you say that Providence, Rhode Island is better than Portland, Maine?
Marginally better climate. Better proximity to New York and Boston. Bigger, but not too big. Cooler arts scene. Better private schools. Larger collection of historic buildings with more vibrant preservation movement. Much better food. More diverse population. Portland does have its own advantages over PVD, but that wasn't the question.

This covers it well. I'd add better shopping. Portland has one shopping mall and few grocery choices. Providence also has better medical care in terms of numbers of doctors and hospitals.
There are also a lot of similarities- neither place is easy to find work in- depends much on one's specialty.

this is the type of question a person from the other side of the country or another country entirely
would ask. knowing nothing about either place except they appear to be similar in size and location.

Bigger airport with more flights out.
Lower state income tax (so if like some on this forum you rent and own no vehicle, you might come out slightly ahead there).
PawSox are AAA as opposed to Portland's AA farm club.
Proximity to attractions in nearby MA and CT ie. Gillette Stadium/Patriot Place, Xfinity Center (Great Woods), Wrentham Outlets, Foxwoods, Mohegan Sun. Portland doesn't have anything comparable to those.

Actually, I'd have to say Portland definitely beats Providence for proximity to outlets - Kittery, Portsmouth and Freeport trump Wrentham and Clinton crossing. Closer to white water rafting, skiing and moose?

Kittery is quite a haul from Portland. Freeport, haven't been in ages but isn't it pretty narrowly focused (LL Bean)? But I hate outlet shopping (besides maybe the Kittery Trading Post), so I'm not really one to concur with.
