I'm not a fan of the owner of the Apex property (I consider him to be partially responsible for the PawSox moving to Worcester), but this doesn't seem fair at all.
The owner was asking for a ridiculous amount, and that's part of the reason why the stadium wasn't built there. The city is trying to get it for a song now by declaring it a neglected property.
"It is widely believed within city government circles that the proceedings to possibly declare Apex a neglected property is what led to extensive cosmetic improvements to the building over the past few weeks, including a top-to-bottom paint job on the structure, new lights, and new sealcoating and lining of the sprawling and mostly empty parking lot."
The Apex owner seems to be doing whatever he can to stop this.
I think all this has to do with the new RR station on the city's part. The Riverfront Commons thing looks to me like the same "let's build it for the Boston commuters" type of plan.

Regardless, that's a prime location and I think it would be great if it's turned into something interesting. I just don't like how the city is going about it.
