I think it would be a massive project and harder than you think to remove it. I don't like the graffiti but I don't think covering the crumbling rock with paint (the cheaper, more likely option) is going to look any better
Kids have been partying there for decades. Doubt that will stop anytime soon and you'll just be giving them a new blank canvas, unfortunately. By now, the graffiti is also part of history....
Have you brought it up to anyone who can do something about it, or just here? Let me know how you make out, it would be cool if it could be restored but I think parts of it would have to be rebuilt. Id love to see it.
